Photo adjustment is really easy in Photoshop if you know the steps. I'll use the photo below for this tutorial.

Step - 1

We want to first create a New Adjustment Layer. Choose Levels. Make sure to check Group With Previous Layer.

On keyboard hold CTRL and then press L (CTRL+L)

Or on menu goto image menu bar select Adjustment and then select Level

Here is the Levels box prior to making any adjustments to the picture quality.

Step -2

I moved the center input level over to .80 to achieve the best look.

You can see that the colors are more brilliant than before.

Step - 3

Let's apply another New Adjustment Layer on top of the last one using Curves.

Start by clicking in the middle to anchor the curve. Then click and add one above and below. Now move the anchor points until the picture looks as good as it can with lights and darks.

To open Curves menu hold CTRL key and then press M (CTRL+M) or click on main image menu on the top of the Photoshop Applications then goto Adjustment and then select CURVES

These adjustments have increased the appeal of the photo by allowing more shadow and light areas to appear.

Step - 4

On the original photo layer apply an Unsharp Mask. Do not overdo this filter or you'll reduce the quality of the photo.

Open Un-sharpen Mask tool bar by clciking on Main menu bar Filter then select sharpen and then select un-sharpen mask tools window will appear

Here is the photo that is much more interesting to view than the original we started with.
